THE HOUSE. (By Telegraph.—Per Press Association.) WELLINGTON, Sept. 9. . In the House of Representatives tlie following Bills were introduced and read a first time: Hawke's Bay Rivers Amendment Bill (Air Barnard) and Motor Gabs Bill (Air Mason). Nurses and Midwives Registration Amendment Bill was reported from the Health Committee With amendments. Bay of Islands Harbour Amendment Bill was reported Horn the Local Bills Committee with amendments.

There was a lengthy discussion on the interim report of the Special Unemployment Committee, continuing the recommendation that the Government should be requested to take necessary action to enable the establishment of additional coal carbonisation plants in the Dominion. The report was tabled. The Unemployment Bill was put through the committee ' with several amendments submitted by Air Smith, the Minister in charge of the Bill. Among them : was'one providing that before' any person was entitled to a sustenance allowance he must have been' in New Zealand a,t least six months. Another amendment provided that in certain cases, a sustenance allowance might, on the recommendation (if the-hoard, be paid in eases where the period of- unemployment was less than fourteen days or where the contributor had already been in receipt <of sustenance allowance lor more than thirteen consecutive weeks. The Minister pointed out that this was designed to meet the position of casual or intermittent workers, who should not be deprived of the benefits of the scheme, because they had a few houivs works. Another amendment granted authority lor the advance of £100,060 .from the Consolidated to the Employment Fund to meet immediate requirements of the scheme', The, committee stage haying been completed, the Bill was reported to the House. The Leader of the Labour Party moved that the Bill be recommitted., This amendment was defeated and the Bill was read a third time and passed, the House rising at 3.30 -a.m.
