BRITISH GOVERNMENT ACTION.
SUSPENSION OF CONSTITUTION

The Prime Minister announced in the House of Commons to-day that owing to the urgency of the local situation, His Majesty's Government bad already been compelled to come to a decision regarding tbe Maltese problem. In a recent Commons paper the House had been given full information regarding the intervention of the Vatican in the temporal affairs of tbe Island.
The position which bad 'keen created by this intervention, had in the opinion of the Government made it undesirable for the time being to bold a general election which was now due, In those circumstances His Majesty’s Government, with considerable reluctance, bad decided they bad no alternative but to sanction a temporary suspension of the constitution.
'l'he necessary legislation to give effect- to this division would be sulv mitted to His Majesty in Council at an early date. Tbe effect would be to place, as an emergency measure, lull legislative and executive authority in the hands of the Governor. The existing Ministry would however, be retained in office, and be available in a consultative capacity in so far as the Governor chose to make use of their ser-
