Malta, April 28. On the eve df the Maltese elections for which the campaign is in full swing, an order has been promulgated in all the churches from Monsignor Conzi, the Bishop of Malta. It caused profound consternation.

The order condemned voting for the Constitutional Party as a mortal din and prohibited that Party’s adherent from approaching Easter Communion and from receiving absolution unless they recanted their support of that Party, and the citizens were forbidden to attend, the Constitutional Party’s meetings.

Honse races were organised by the Constitutional Party, and nevertheless, thousands went to the races, and also to a meeting of the Party that was addressed by the Premier, Sir herald Strictland, who said that, in view of this frontal attack on constituted authoritiy, his Ministers had obtained a dispensation from diplomatic restraints regarding facts known in 'l’nlomatic circles in Rome, apart from the question of official secrecy Pe added that Monsignor Conzi’s action was inexplicable. It is understood that the Government is making representations to the Pope.

In the meantime both Parties are restless.

Police reinforcements are ensuring order. _
