CHRISTCHURCH, April 19. ■ Various aspects of the tour of the British Rugby team; rules and general matters w'ere discussed at the Annual Conference of the New Zealand Rugby Referees’ Association. Referring to law; fifteen regarding a scrummage, the chairman (Mr I). McKenzie) said there would be trouble with the English, team in. regard to scrummaging. A -thing to remembei was that if at the first attempt the ball tTTd not go fairly into the scrum, someone had to be penalised. “We have to get rid of the wing forward somehow',” said the Chairman. He added that the wing forward, as originally created,. was a passive obstructionist. Since then, however, the wing forward was. an out-and-out obstructionist. It was decided tp'write to the English Union asking it to consider the matter of deleting the words, “unless he is stooping to .pick up the hall.” m law 19 charging and obstruction reading “a player over-running an opponent, also running for the ball, must not shove him from behind, unless he is stooping to pick up the ball.”
