MODIFYING THE REGULATIONS. (Official Wireless.) (Received this day at 10 a.m.) ' RUGBY, March 28. A modification of the regulations regarding the death penalty in the Army and Air Force, which Government will lay before Parliament are details in the Army and Air Force annual Bill an 1 shall be abolished for the following offences on active service, and that punishment for them shall be penal servitude misbehaving or inducing others to misbehave before the enemy, in such a manner as to show cowardice; without orders from a superior officer levin ga guard, picket, patrol or pojst; by discharging firearms, drawing swords, beating drums, making signals, using words or by any means whatever intentionally occasioning a false alarm in action, on the march, in the field or elsewhere.
