Mr Wiokerham asserted he favours a modification of the Jones Act (calbled on February 28tli), due to the opinion that effective dry law enforcement will never be accomplished by placing extreme penalties on minor violators. He told the Senate Judiciary Committee, in his testimony, just published, fiat- the Jones Act covered offences 1 indiscriminately under the classification of felonies, with tlie exception of the possession and maintaining nuisance.” This, lie stated, was contrary to what he re gards as f ‘sound legislative policy.” Ho added: “I do not think you can ever enforce thq laws more effectively by putting extreme penalties on the minor violations.
