Following the success of the first Colonial Office Conference he hi in May, 1927, the Colonial Secretary has decided to summon a second conference with similar objects and const;luted on similar lines. The conference will moot cm 23rd June and sit for a,'bout three weeks, it will be at,tended by one representative from as many of the Colonies, Protectorates and Mandated Territories as is practicable, ft is hoped in a large number of cases that the Governor will be able to act a. representative of his territory, while in other cases some senior official of the territory will lie deputed. 1 lie work of the Conference will fall under three main headings, namely, Colonial Development, under which is included the very important question of working and application of the Colonial Development Fund; Administration of Scientific and Technical Services, and problems of Colonial Administration in

general. Replying to questions in the House of Commons, Mr Shiels Under-Seciet ary for the Colonies said the Confeience will consider the question of unofficial representation at a future Colonial Conference.

Answering a question regarding col oninl development schemes, Mr Shiels f said a preliminary application for assist a nee from the cohmij.il development fund had been made by the High Commissioner for transport for Keu\a and Uganda in connection with the proposal to extend the Kcnya-Ugnnda railway westwards to the Ugamla-Con-go border. Arrangements would he made, in the usual way to ensure that the plant, machinery and materials imported into East Africa in connection with any such projects would, save in exceptional circumstances, he of British manufacture and origin. In regard to Nigeria no services had yet been arranged, as the objects for assistance from colonial development fund as that colony had just floated a new loan to he devoted to works of public utility.
