ißy 'leieg.aph.— Press Association). WELLINGTON, Feib. 24. The Public Service Commissioner has announced the appointment of Mr G. G.. Koddon at present Assistant Accountant to the Treasury, to the position cf Assistant Secretary to the Treasury, previously held by Mr A. D." Park, who recently became Secretary to the Treasury, on the retirement of Mr R. E. Hayes. Mr T. D. JI. Hall, of the Grown Law Drafting Office, has been appointed as O.erk of the Hotise of Representatives, in succession to Mr J£{ine, who recently was appointed Clerk of Parliaments and Clerk of the Legislative Council. WELLINGTON, Feb. 24. Mr G. C. Black, United M.P. for f.otueka, in a statement to-day dissociates himself from the appointment of the Clerkship of the House of Representatives, as announced bv the Government. Mr Black asks why officers with many years of re. vice have not been given promotion. Mr Black also enters a protest against the proposal that the Legislative Department shall be classified |,v the Public Service Commissioner.

MINISTER EXPLAINS. WELLINGTON, Feb. 25. In reply to Mr G. O. Black s protest concerning tlie appointment of Mr T. D. Hall as Clerk of the House, of Representatives, the Minister of Lands, (Hon G. Forbes) stated the appointment was made strictly in accordance with tlie revised Standing Orders which had been adopted by the House last session, and which explicitly stated the appointment should be made on tlie recommendation ot the Speaker.
