(Received this dav at 10 a.m.' ' GENEVA, Feb. 19. Any hope of the Tariff Conference reaching definite conclusions was virtually ended when Doctor Bollai opposed the views previously enunciated. Ho expresed the opinion in the present circumstances multi-lateral agreements, especially a truce, would be premature and impracticable.
