Schmidt, following Graham, described Germany’s economic difficulties, including shortage of capital, unemployment, and unfavourable consequences of the rationalisation conference as the most important because European nations for the first time were meeting in the economic congress under the auspices of- the League. Germany was prepared to co-operntie in securing economic reapproachment between European States.
TARIFF TRUCE CONFERENCE,

At the Tariff Truce Conference' Mr Graham (President of the British Board of Trade) said unfortunately there had been an upward movement in tariffs in certain conntr’cs of Furore and other parts of the world. There was no question of stabilising existing tariffs. All countries should agree not to increase tariffs, but to reduce them to the lowest possible lim its. He hoped the Conference would agree to n truce for two or three years, during which negotiations could he open eel for a permanent agreement. He - mittee to examine the report.
