Hartshorn and Attlee .favour granting Dominion status only by slow gradual stages, the minority consisting of Lords Burnham, Stvathcona and Commoner Oadogan arc of the opinion that as Indian politicians do not appreciate the reforms already granted and have not shown a capacity to carry them out, they should he withdrawn and simple British rule restore, wherever co-operation has been withheld.
