CONSULAR REPORT,
SHANGHAI, Jan. 20,
Consular investigations along the western section of the Chinese eastern railway, reveal that the region •suffered terribly from the burning and looting of Chinese troops who fled before the Russian advance in November. The railway is now functioning despite the damage to the road bed.
Eighteen thousand Chinese prisoners held by the Russians at Manchuli are being released, and being sent back to Manchuria, where batches of Chinese residents released from detention in Russia continue to arrive.
