NAVAL CONFERENCE
TO JAPANESE POLICY. [United Press Association.' —Bj r Electric Telegraph.—Copyright.] LONDON, January 3. The head of the Japanese delegation to the Naval Conference, Count Wakatsnki, in the course df a statement said that Japan did not intend raising the question of the Singapore Base at the forthcoming Conference. He stated that Japan did not favour the abolition of submarines, which he regarded as a weapon of defence, although he expected that the limitation of certain types of them would be discussed at the Conference.
Asked whether Japan would agree to a three or four Power arrangement if a five Power Pact were not reached, he said that Japan came to negotiate with four other Powers, and it was expected that a five Power Pact would result therefrom.
