NAVAL LIMITATIONS

Dealing with the general issue, a French memorandum on naval armaments indicates a preference ior limitation'of the total tonnage but do--4 cl a rep; France’s readiness to adhere to a aompromise regulating the distribution of tonnage among different , classes \of ships. France’s policy is declared to be inter-depeiulenee in armametnts. She hopes not to he obliged to deal with the question relating to land and air armaments, hut cannot help pointing out that Lie tonnage adequate 'for naval reqihre--1 iments stands in close relation to the ■general level of armaments. It adds that difficulties will not prevent Trance from seeking a solution, which •will enable the Powers so doing from entering ‘into a mutual; agreement without waiting for the conclusion of an agreement for the limitation ot all armaments. The memorandum contends that a reduction of armaments should be based on Article Eight of the League of Nations ( ovegnant.
