POWERS’ NOTE RESENTED
FRENCH AMBASSADOR TN MOSCOW. [United Press Association.—By Electric Telegraph—Copyright.] ■ . , MOSCOW, Dec. 24. 'The French Ambassador, M. Herbette, Visited M. Litvinoff, acting Foreign Commissar in order to remind the Soviet of the obligations imposed by the Kellogg Pact, in connection with the Manchurian dispute. According to Soviet official newspapers, M. Litvinoff refused to sjccept the communication, reiterating what the Soviet Government had already intimated, naihely,. that they regarded'.the action of England, France and America as unfriendly, especially when the Manchurian dispute was almost settled. When M. Herbette pointed out that he was Only acting oh his Government’s instructions, M. Litvinoff replied that such . instructions did not compel him to accept the preferred declaration..-, • M. Herbette -.tried to read the declaration- but At. Litvinoff refused tolisten. He also declined to accept tbe document itself, which M. Herbette thereupon ulaced on the table, and departed.
