The fact that "‘Sir Joseph Ward has been able to readjust his Ministry to meet the changes following Mr Wilford’s departure for England where he becomes High Commissioner, is a pleasing indication that the Prime Minister is considerably improved in health. Sir Joseph, in his readjustment has avoided appointing another Minister thereby indicating his desire to he as economical as possible. Mr T. K. Sidoy, who is Leader of the Upper House, and who was without portfolio, is now charged with direct Ministerial responsibilites. This should lie a very satisfactory appointment, for Mr Sidev has the respect of all sides in Parliament, and must now rank as one of the longest served representatives in Parliament. Some changes have been made with rega to other portfolios. Mr Cob be assumes Defence, and passes Industry and Commerce on to Mr Donald. The last named gives up the Postmaster-Gen-eralship to Sir Joseph, who began his career in life as a member of the postal service. It is a very proper appointment the, only regret being that the Prime Minister’s health is not more robust for the important duties of the office. An important step appears to he the consolidation of tourist and publicity work'under Mr de la Perelle, who is one of the most capable administrators in the present Cabinet. Bv combining the two branches it should be possible to bring about further economy in the general administration, while the co-ordinating of the operating forces should he for the benefit of better team work. Sir Joseph has just launched an important scheme for the rehabilitation of Rotorua, and we would have liked to see the tourist operations more embracing by doing more for other popular resorts, hut the leader indicates the policy in mind, and other districts should push their claims for better attention The Cabinet changes indicate the Ministry is well contained, and the members are capable of taking various departments, and making a good showing. Sir Joseph evidently selected wisely, and the fact, that Ministerial work has rim so smoothily is evidence that the individuals are co-operating in jhe right maimer ami revealing ability for the best in team work.
