U.S.A. APPEAL
TO RUSSIA AND CHINA. [United Press Association—By Electric Telegraph.—Copyright.] WASHINGTON, December 2. Mr Stimson, United States Secretary of State, has announced that the United States has appealed to Russia and China, in the name of the General Pact for the Renunciation of War, to avoid warlike measures in Manchuria, and to adjust their dispute by pacific means. The appeal referred especially to Article Two of the Kellogg Treaty, which recalled the nations’ earlier assurance that they Would not resort to war unless attacked: ' ’The 1 appeal also expressed the United States “ earnest' ' hope ” that they would both refrain from hostile measures. In conclusion, the United States reminded the two nations that the respect with which they would be held in the world would depend upon the l manner in which they carry out their “ sacred promises,”
