BRITISH MINERS

THE NEW LEADER

(United Press Association.—By Electric Telegraph.—Copyright.)

LONDON, Nov. 20

Mr Tom Richards, succeeds Mr Herbert Smith as President of the British ■Miners’ Federation. Mr Smith’s resignation makes things easier for the Government, as the Delegate Conference is almost sure to accept the Government’s coal scheme.

Mr Richards is a different type from either Mr Smith or Mr Cook (Federation Secretary). He prefers peace by negotiation to strikes. Many believe that if he had been President in 192(5, the stoppage and the general strike would not have occurred.
