BERLIN, Nov. 19

The German Government lias instructed the Embassy at AJoscow to secure the of, Soviet, action against the German-horn peasants. President Von Hindenburg has lieaded an appeal with £1.0,000 from the funds at his disposal. The Government is contributing £IOO.OOO with which a section of the fugitives will be settled in Germany. Those wishing to go to Canada will be?,assisted. It is explained that a .serious situation will be created if all the German peasants are seized with the desire to quit Russia. It is estimated that they number at least eighty thousand.
