LONDON, November 14
Speaking at a League of Nations dinner at" the Guildhalib General Smuts said that 'if a serious reduction of navies were agreed to in January, the wav would be open to attack the more -difficult subjects- of • military and aerial warfare; which constituted h most serious danger to oivifsation. He was doubtful about President Hoover’s suggestion of immunity for foodships. He said that as soon as the first shot was fired in .war time humanising expedients were apt;to go by the board. War was inexpressibly ; barbarous, and it- could, not lie effectively humanized. Its utter inhumanity would be undoing.
