At Baden Organising Committee of the Bank of International- Settlem,ents under the Young Reparations Plan, has completed, its labours. It has signed the statutes, and, has agreed to the headquarters being at Basle, in Switzerland. . Its deliberations do not disclose .any revolutionary changes as compared with •the Young .report-. Its efforts apparently are being directed to a limitation of activities, with a view to upphasing the existing banks. Tiie whole scheme is left in abeyance pending a second Hague Conference.,,
