L. H. Plenoa, one of the leading South American newspaper men, commenting on Mr Hoover’s speech declares it is time United States began showing its peaceful attitude in acts instead of words. It adds: “Remembrance of Nicaragua constantly under the vassalage of the United States troops of occupation, who excusively exercise sovereignty, must have been in the mind of President Hoover when he said, ‘I fear distrust will still exist among nations.’ ”
