NEW YORK, Nov. 4
Groves Whalem, while extolling Walker’s' mayoral regime, declared New York was the world’s safest city. Curiously, an economic survey had just been issued which stated human life in the metropolis is now menaced to a greater degree than ever before. There were sixteen times as many •murders committed in New York as there were in London, and only one murderer in every hundred and sixty .was executed.
