REFER END CM CAMPAIGN. SUCCEEDING IN GERMANY. (United Press Association—By Electric Telegraph—Copyright). BERLIN, Nov. I. The prophets of the failure of the Young Plan referedum petition have been taken aback by there being better voting in favour of a referendum in the outlying areas. Hitherto ninety-two per cent, of the electorate bad mustered 10.3 per cent, of signatures which percentage is just above the requisite minimum.
It is now feared that the outstanding returns will not prevent a referendum being held.
