At the opening of the Pacific Relations Congress, a sensation was caused by the Chinese delegates circulating a document violently attacking Japan in connection with recent events, including tli© assassination of Chang Tso Lin, and the Shantung and Tsinan, incidents. The Tokyo vernacular papers are indignant.
