The “ Daily Telegraph’s ” diplomatic correspondent states: The Italian Government is making interesting new diplomatic appointments to the Dominions. Signor Mussolini, when considering the candidates for such positions, proposes to select men with diplomatic experience and with sufficient status to be qualified, at- the appropriate moment, to shoulder the functions, of Ministers Plenipotentiary to the self-governing parts of the Empire.
