SALARY CUTS
GOVERNMENT DECISION. NO PRESENT ALTERATON. (By Telegraph—Press Association). WELLINGTON, October 22. Sir Joseph Ward has issued a lengthy statement of the Government’s decision referred to by recent deputations, including also the reclassification and increase of salary scales generally, particularly in Post and Telegraph Department. • in order to fully consider the whole matter and its financial effect, it was referred to a committee of the Public Service Commissioner, the General Manager of Railways, Secretary of the G.P.O. and the Secretary of the Treasury.
They have reported that it would require at least a million annually to restore all cuts" and for the reasons given at length air attempt to do so and increase generally the salary scales was neither warranted, practicable, or capable of equitable adjustment. Sir Joseph Ward therefore says the present is not an opportunity for considering any claims of this nature in the face of unemployment, and additional taxation already required.
The only practicable and reasonable method of dealing with salaries is by a general regrading of the Civil Service, which is already partially accomplished. It might be felt thnt'distinctiou should be drawn in respect of the P. and T. / Department where there are 0. greater number qf officers on the lower scales, but it is n classified service and one group cannot be rnsied witho'utUpsetting the balance of the bthers. The rates in the lower branches compare favourably with those of outside employment.
As to those men at the maxinTum of £295, an attempt will be made to promote the more deserving and this will alleviate the position. Opportunity will also be given to transfer to other departments. ; With regard to the financial position of the superannuation funds, the special committee will go into the matter in the recess. ,
Sir Joseph Ward considered this is a more vital matter than claims for salary adjustment.
Finally, he allays the fear of a third cut by stating that the provision had lapsed and there is now ho power to make one. , '
