NEW YORK, Sept. 23,

A contract has been given by the Empire' Stato Incorporated, of ' which the former Governor of the State of New York, Mr Alfred Smith, is President, to Messrs iStarrott Brothers for the construction of the world’s highest office building. It is to bo erected on the site of the Waldorf Astoria Hotel. The structure will be one thousand feet high. It will be eighty storeys, and will accommodate fifty thousand office workers. The building will be ready within two years.
