A majority report of the Royal Commission oil the Constitution declares industrial legislation to be the function of the States, and the Federal should not be occupied with industrial questions, nor should the Federal elections turn on industrial issues. A POLICE ARREST. CHARGE OF SHOOTING A CONSTABLE. (Received this dav at 9.25 a.m.) SYDNEY, September 20. Detectives yesterday arrested a man in connection with a robbery at Roselle (cabled on 14th September), when a constable’was shot. During a chase a robber dropped a spectacle case and this led to his arrest. Tlie case bore the embossed name of a New Zealand maker. A cable was sent to the New Zealand police asking interview the optician who supplied the glasses and ascertain the owner. A return cable gave the name of a man who had served a sentence in New Zealand. He is ah Australian with a record here. Yesterday the police saw the man and. to allay his supicions one simulated drunkenness. As tlie suspect was approached he was arrested, and charged with shooting constable Grinham with intent to murder.
