EMPIRE DELEGATIONS SIGNING. (United Press Association. —By Electric Telegraph.—Copyright.) (Received this day at 9. a.m.) GENEVA, September 18. The whole df the Empire delegations, except the Irish Free State, is ceremonially signing the Optional Clause in the agreed form to-morrow. It is understood that the form limits the acceptance to*ten others, and includes disputes with members of the British Empire; also those falling within the jurisdiction of the Empire Governments. GENEVA DECISION. GENEVA, September 18. The Third Committee decided to postpone fill 1930 consideration of the draft convention for financial assistance to States menaced by aggression. They passed a resolution that such a conven 7 tion is closely bound up with the problems of the definition of “ aggressor,” prevention of war- and of armaments.
