EVERY PROSPECT OF SETTLEMENT.

(United P'-ess Association—Bv Electric Telegraph—Copyright).

(Received thiV day at 9.25 a.m.) WASHINGTON, Sept. 13.

Mr Stimson announces Britain and United States are now prepared for a naval conference. Negotiations between General Dawes and Premier MacDonald have reached a point where a conference can be called. It can deaf with any matters which aie not yet settled in direct conversations. Discussions now centre around a few thousand tons of ships tn a single class, meaning cruisers. It is provable even this point will become a discussion of construction or the gim* they carry. ' ■■ If the conversations which have been going on succeed in bringing the conference Powers to an agreement among them, the armament rape in all categories and ships will be off, and an entirely different atmosphere substituted. Mr Stimson asserted this nit only would benefit the national defence of the United States, but ihe altitude of the wholo world and that of Britain and the United States toward each■ other. , ' ' v. Another beneficial effect, would be its bearing on the American naval policy., A.ll naval; men agree in this as United States naval men have been living in a hand to mouth manner.

The effect of a successful • naval parley will ■ appear infinitely gr atev when it. is considered in the light of all classes of ships and not only that of cruisers. In considering all. classes there will be substituted no entirely different frame, of mind and a different situation'in approaching the question.
