The debate ,is mainly on lines of compulsory versus volunteers system of military training. When' the discussion .on the Defence Report Concluded, Sir"' Joseph’ Ward initiating a debate on the Reports on Samoa, outlined the Government’s policy in which Hon J, G 1 Coates concurred.
