Wilkins announced on Saturday that lie would shortly start the construction of a spec-ially-designed submarine to be used in geographical and meteorological exploration in south polar regions. N.Z. RAILWAY POLICY.
LONDON, Aug. 31
The “Financial News’’ discusses an a leading article the New Zealand Railway policy, arising out of the criticisms in New Zealand regarding the South Island main trunk line. The paper points out that British investors will, presumably he asked to lend money, and says that he forms an impression that loans are to be employed on works that will long remain unproductive and will constitute a drain on general revenue, the rate of interest will inevitably harden. These considerations it says suggests in the present state of the railway finances of New Zealand, and- elsewhere, caution should be exercised where it is a case of em-_ harking on heavy capital committments. ;. -
