In-’case'the zeppelin is stranded in Siberia they are taking a store of Arctic provisions and guns to enable them to live in Arctic conditions. In this case Sir H. Wilkins, who is again a passenger, will take command and guide the party to safety. Indeed Wilkins formulated plans to meet such, a crisis. The plans were kept secret till the last moment, the Zeppelin Company fearing-their disclosure would arouse a fear that the zeppelin was not expected to reach Tokio safely. LONDON, August 15.
