FLOOD IN JAPAN. (United Press Association—By Electric Telegraph—Copyright) TOKYO, August 11. While the capital and . adjacent districts are suffering from excessive heat, continued drought and a threatening water famine, yesterday Nugatn was flooded severely, a deluge causing landslides and interrupting railways. One train was overturned. Hundreds of houses were washed away and many deaths from drowning are reported. POLAR PARTY. ATTATCKED BY BEAR. ROME, August 10. A tragic incident occurred while the crew of the steamer 13-alenere were searching for traces of the airship “ Italia ” victims on the coast of Spitz bergen. A party of three men were exhausted .after making a four .hundred miles’ march, when a hunger-maddened hear attacked them.
Captain Albertini; who is commanding the expedition, rushed their aid, but lie slipped on the treacherous ice. His rifle exploded, fatally wounding one of the party.
BRITISH SUBMARINE DISASTER
LONDON, August-9
The court martial acquitted Commander Oram in the inquiry as to the recent British submarine disaster, on the charge of negligent navigation of his ship. There was some conflicting’ evidence regarding the message sent, from the bridge to Oram. The defence submitted that the Evidence showed the messenger failed to deliver the message.

In conjunction with Britain and the other extra-territoriality Powers) Hie United States has to-day despatched a Note to China replying to the l-Nation-alist Government’s memorandum of May 27th last. The reply is sympathetic in tone, but it is tantamount to a rejection of the Chinese Government’s request for the immediate abolition of extra-territoriality. The Note leaves the door open for a future reconsideration of the 1 abolition question, but it intimates that China is not yet m a position do guarantee justice to foreigners in Chinese Courts. ■' —•—: WOMAN SWIMMER.' : LONDON, dug. 11.
