NAVAL 'EXPANSION.
LONDON, July 18. Nothing is causing the Government greater anxiety than that of naval policy. It is now understood lhat Mr Ramsay MacDonald' is going to America in the autumn to confer with President Ilobver. The date and place are now being discussed through' diplomatic channels. The Daily Chronicle says: The fare 1 of the Singapore naval base is unlikely to ho decided before the naval negotiations. The question of the di opping of submarines is presenting a difficulty of another kind, arising mainly from strategy. The lessor naval Powers refuse to sacrifice what they consider such an economical-means of defence. As regards the building pingramme generally, the Government is on the horns of a dilemma: '! hey are anxious to out down, yet they realise that to reduce the building pro gramme means less work at a time when they are 1 most anxious to increase employment. ,
