ADVICE TO CADETS. (United Press Association.—By Electrio Telegraph.--Copyright.) (Received this day at 9.25 a.m.) LONDON, July 10. The “Times” Berlin correspondent states the War Minister, General Crooner, in a speech to cadets at the opening of a school at Muenvik described the spirit .which should animate the present Germany army. He said Jit was not enough to he an ordinary soldier. What was wanted was a thorough soldier, without weakness, one capable bf performing more than is performed elsewhere. The crushing limitations under which Germany existed, prevented an army properly equipped, but one thing it could have was superiority of spirit, will, and character. “ Our old army and navy were wonderful instruments of war. Their traditions must never be forgotten.”
