STATEMENT BY BISHOP BICE ARBS. DUNEDIN, June 24. Writing on the subject o4‘ the Prayei Book revision. Bishop Richards e'vp : “ In this morning’s paper Archbishop Averil is reported as having said that an Act of Parliament was passed last, year in New Zealand giving tin General Synod authority to revise the Prayer Book for use in this country. This does not express correctly tin position. The Church has inherently the authority to revise the Prayei Rook without reference to any outsicb authority whatever. But if the Gen oral Synod availed itself of this authority ami acted upon it, it might he supposed that we had departed from the fundamental provisions of the constitution as adopted in ISffj. and on this ground some persons might claim the property of the Church. Why the General Synod went to Parliament last year was in order to secure to the Church her property in the event of a revision of the Prayer Book by those who have the authority to do so. Parliament passed an Act to this effect.”
