BRITISH FEARS.' (United Press Association—By Electric Telegraph—Copyright). LONDON, Jijne 13. The “Daily Telegraph’s” diplomatic correspondent says: AI. Briand (French Foreign Alinister) and Dr Stresemann (German Foreign .Minister) are reported to have privately discussed an international conference to endorse tho Owen Young Reparations report, and to consider the anticipated evacuation of the Rhineland. They have not endeavoured to reach a concrete agreement in the absence of a representative of the British Government. The magnitude of the problems would warrant the presence of the Prime Ministers. Air Ramsay AlacJlona’.d, at any rate, intends to be present. Al. Poincare, French Premier, may lie convinced of the expediency of •i direct exchange of view with his British colleagues. Some highest financial authorities in Britain severely criticise the Young report, on the ground of Britain’s loss of two hundred million sterling of arrears in respect of her initial debt and repayments to America, and the authorities doubt whether the International Bank is workable. They fear that if it is, it may he used to finance German exports to the detriment of British exports.
