WASHINGTON, June 6. mint Government borrowing has been seriously affected by the ruling of high money conditions was disclosed when the Treasury Department announced that its forthcoming four hundred million dollar short term issue would nay five and one-eighth per cent interest, the 'highest rate since 1921. The last issue which bore 45 per cent, is now selling in excess of one quarter per cent discount.
