Reparations memorandum should read:— I The -payment nf twenty annuities -each of eighty-five millions, and one further annuity of forty-five millions on war debts only. Thirdly: The payment of one and a-quarter millions for ten as an indemnity to Belgium for the depreciation of the mark. / THE ALLIED “ LIMIT.” LONDON, May 23. It is learned that Hr. Albert Vogler, President of the Ruhr Steel Trust, intended to retire from the German delegation on t' e ground thrt the prolongation of the payments beyond thirtyseven years was intolerable, and that he would refuse to sign an agreement.
