In 1900 published an interesting study of Napoleon— I “Tlie Last (Phase.” In Dec., 1901, returned for a time to political life, with a speech at Chesterfield,’ and became President of" the Liberal League, and later a vigorous critic of Mr Chamberlain’s policy; is Chancellor of London University.
