GENERAL SIR WILLIAM OTTER, TORONTO. May 7. General Sir William Otter, K.C.8., C.V., a veteran of the South African War and the North-west Rebellion in Canada, died to-day at the age ot eighty-five. During the Great War he was director of internment operations in Canada. He rose to the highest military rank in Canada, Inspect-or-General, after beginning his career as a private.
