(Received this day at 10 a.m.) CAPETOWN, April IG. The decision of Cabinet not to recommend the Governor to exercise the Royal perogative in the case of a farmer sentenced to lashes and imprisonment, as the - result of the death of a native is hailed as a vindication of justice. Tt will probably result in the establishment of a Court of Criminal Appeal. The Dutch Pretoria newspaper alone condemns the Cabinet decision on the grounds that corporal punishment has been abolished >in civilised countries. The Judge disregarded the recommendation of mercy, which was influenced by sentimental considerations.
