PUBLIC SERVICE

MR B. L. DALLARI), ASSISTANT COMMISSIONER. WELLINGTON. April 4. The appointment of Mr B. L. D-ii-laril, Controller-General of Prisons, as Assistant Public Service Commissioner was announced by the Prime Minister (Sir Joseph AVaril) this afternoon following a meeting of Cabinet at which it was confirmed. Mr Dullard was horn in 1889. He was educated at the Rangiora Higli School and later attended at Victoria Univresity College, where lie took up a course in commerce. Ho passed the professional account ants’ examination. Joining the Public Service in 1907. lie commenced duty in the Stamp Duties Office. He was afterwards transferred to the Audit Office. When the Imperial Government asked for the establishment of a special audit of the accounts connected with the Imperial Supplies Department, which handled the whole of the Dominion's commandeered primary products on behalf of tho Imperial Government. Air Dullard inaugurated and controlled the audit of those accounts.

On the passing of the Board of Trade Act. 1919. Air Dullard was appointed advisory accountant to the Board of Trade, and in this capacity gained u considerable insight into Die various industries of the Dominion through conducting special investigations, particularly in connexion with the last revision of the Customs tariff. Ho supervised the whole of the arrangements connected with the purchase of raw sugar and tho manufacture, and sale of refined products when the. Government controlled the distribution of sugar under special contract with the Colonial Sugar Refining Company.

Just prior to the last quinquennial regrading of the Public Service in 1924, Afr Dullard was appointed inspector in the Public Service Commissioner’s office. He accompanied the Commissioner throughout the Dominion in connexion with the regrading of the Public Service and later toured the Dominion with the Appeal Board, representing the Commissioner before the Board. Early in 1926 he was detailed to investigate the industrial undertakings of tho Prisons Department. He was appointed Control-ler-General of Prisons and Chief Prolmt ion Officer in October. 1926, and in that capacity took a seat on the Prisons Board. Afr Dullard has taken an active interest in various forms of social work. For some years ho was on the lffoaid of Directors of the local A.AI.C.A.,

and is on tho Council of tho Longue of Nations Union.
