INDUSTRIAL CONFERENCE

A joint committee of The Industrial Conference lias issued an unemployment report signed by Lord Melcliett and Tillott. Recommendations include a migration policy should he eo-ordinat-eu for the British Commonwealth by a joint committee including employers of trade unionists. Migration funds should he largely increased by loan funds being controlled hv a committee, representative of the industry, and under the Chairmanship of a member of the Cabinet. A similar committee should he established in tTie Dominions. A programme, extending over twenty years, including migration community groups should he aimed at. Other recommendations include inquiry into the pension scheme with a view to enabling pensions at sixtyfive, thereby relieving the labour market. Raising of the school age should also he considered. The Government should create and maintain a development fund to finance important national schemes. The committee urges the extension of export credits and the riji'nstitution of more liberal tradie facilities, while Government and Municipal contracts should he placed in Britain under certain conditions. A Crown Colonies Committee should he formed to enable development .of placing of orders for plant in Britain. The report adds that the Nationalisation of industry, in the widest sense should be pressed on as rapidly as possible in consultation with trade unions, but .should be introduced gradually in industries, and firms establishing a labour reserve fund from profits to assist displaced workers. Tlie Commitee advocates the exploration of the means of more authoritative contact between agriculture and industry, and urges a Government inquiry into currency and banking policy in which industrialists and financiers participate, while the Treasury and Bank of England should make every effort to supplement, the recommendations of tlie Genoa Conference.
