QUESTION OF POLITICS

(United Press Association—By Electric Telegraph—Copyright).

this day at 8 a.m.) LONDON, March lu

“Are politics necessary for the existence of peoples?” asks De Rivera in an article specially written for the British United Press. He proceeds: “I think tiiey form discipline, wherefore it is necessary for Parliament, in order to give the greatest oolloboration, Government should not be of any political colour, but composed of eminent persons representing diverse sectors of public life. These persons should be without previous affiliation to any party organisation, or recognition of any chief, and should he able to expound their own proposals, and give or witli-hold approval regarding any project, and offer Government the benefit of their studies, with complete independence. This keynote of laws 1 shall shortly submit Govenimentward- 1 with the approval of the King and the consent of tlu> people. I. realise tlie innovation in the customs and principles of Government dominating the world for more than a century will not occur without resistance but oelieve the first half of the present century will not pass without other people accepting the principles embodied in this system. When this happens .1 shall not be living but am prepared to submit actions to the serene judge of all history.
