MR HOOVER’S ADMISSION.. It is, and has long been, a patent fact that the great American Republic, with all its wealth, prosperity, -and boast of progress, tolerates a discreditable stale of affairs in relation to the observance and enforcement of the law. Mr Hoover speaks to the point m saying in reference to caijses of domestic concern: “The most malign of all the dangers is the disregard and disobedience of the law. Crime is increasing, speedy justice is decreasing. . . . Justice must not fail t»e-^ cause tlie agencies of enforcement are either delinquent or inefficiently organised against these evils. To find their remedy is the most sore necessity of our times.” —The Presidential Address.
