Several Nanking controlled gunboats have left Shanghai, en route for Lower Yangtze'. The* refusal of local money changers to accept notes of the Central Bank of China to-day is regarded as significant of impending trouble. Tile downfall of the Government, which has unceasingly hied the populace and imposed the mail list regime, is not unwelcome in many quarters.
