The “Daily Chronicle’s” Berlin correspondent says:—The German parties are haggling over the lormation of a Government which will be able to' replace the present Rump. Herr Alueller urges all parties to see that the -Parliamentary system works. A CONTRAST. IN GERMANY. LONDON, February 2d. The Berlin correspondent of the “Daily Express” says: Only a few flags wore half-masted for Berlin’s National Day in remembrance for its iw'ar dead.
